Can quality care be provided in 15 minutes?

Leonard Cheshire has asked this question and written an excellent report which concludes that no, it is not possible to provide any kind of proper care in such a short amount of time.

We at Active Independence have raised this issue many times with service providers, we’ve and even included it in our online training course. In our opinion it is degrading to the individual and potentially leaves people at risk as care plans are not read properly and medicaton not given due care. There is no opportunity to ensure the disabled / older person has any other needs at that moment and they are left feeling unwanted and un-cared for. In many circumstances the call is not even 15 minutes as carers tell us they are given 4 x 15 minute calls in 1 hour. Are they all given a Tardis?!
